When is the best time to see cosplayers in Harajuku, Tokyo?
I'm going there Oct 27 - Nov 2
If you want to see the Harajuku girls, you should go on a Sunday, by the bridge near the station. It's also close to the entrance to Meiji Jingu. You might be surprised to see as many photographers though. It is something that has been going on for decades.
