What is the white stuff (paint?) on the bottom of military duffle bags?

I've seen several duffle bags (usually belonging to members of the USN) that have what appears to be white paint all over the bottom end and up about 6-8 inches from the bottom all the way around. What is that? Is it some sort of waterproofing? We (in the Army) don't do that, so I'm not sure what the purpose is...our duffle bags get thrown around and stuck in all sorts of orientations (laying down, etc.) so it wouldn't help unless you coated the whole thing in that stuff.

Is it paint? It looks like white house paint.

What you're saying makes sense too though. I guess I just figured my unit would palletize all of our duffles and shrink-wrap it to keep it all together. Makes sense to mark it per platoon.

We painted our A and C bags different colors when we deployed. My platoon's bags were red with white lettering and other platoons had different combos. That helped us locate our bags when we got to Kuwait.
