Small Duffel Bag

Airport..carry on, would they allow me to take two?
Specifically talking carry ons. I already know about the 50lbs and under for the under carriage luggage's.
For the carry on. Can you take one small duffel bag (of course you can), PLUS a back pack? I'm going to be putting the small duffel bag over the seats, then I'll be placing the back pack in front of me tucked in (which is also allowed).
Will they allow you to have TWO carry ons? or do I need to stick to one bag?
So max is two 50lb or less for under carriage? and max is two small carry ons? Lets see more answers. I'm going to be flying out of Sacramento, California.

As with all things, it depends. If the bags are too big, no they will not allow it. But as often as not, the check in agents don't really care and will not stop you.
